After that, bullet kins which won't attack you can spawn randomly in any room (but they're more likely to appear on lower floors). Just ignore them and they will disappear after a few seconds. When you start a new game in Gungeon it generates a random path to get to the rat fight through the maze - that path will always stay the same, whether or not you have all the notes. What you could do is follow the notes until you can't anymore - remember not to take too long or the game will teleport you out.
