It's up to you whether you go KS-47 or AR upper, but I'd suggest PSA over BCA without hesitation. PSA sells 7.62x39 AR uppers in addition to the KS-47 so you could get one of their uppers and mate it to your lower of choice, no reason you have to go complete. Billet will work better if you're going to have it machined for compatibility - the extra receiver thickness is nice to have when you are cutting a section out.
