Just interrupts numbers in a m+ group if no ones doing it. As long as people are meeting a certain dps/hps threshold, yes heroic becomes a lot more about doing the mechanics. At the same time though I suspect that the officers probably keep track of the numbers to make sure that everyone is at least doing the minimum.

Nighthold will be considered on the same tier as Emerald Nightmare, so it's likely you will be able to get this Feat even after the Nighthold is released (something similar happened with Highmaul and Blackrock Foundry in WoD).
