Try installing the stutter remover mod. If that doesn't work, maybe the 4gb launcher will help. Never personally had any issues when using ENB so my advice is limited. Wouldn't really recommend the stutter remover. It is known to cause crashes and problems ever since the creators update.

It is because of the Havok physics engine being a pile of ass and requires the game to have a 60 fps cap. If you experience sluggishness, then you may also have the exact opposite issue: too high framerate.
