Ackchyually. Charge rifle, heavy smg and chain shotgun are all top tier. The charge rifle has decent range, good damage and 35 armor pen, so best overall weapon. Heavy smg is a really good for it's price, great for newbie shooters (better than the charge rifle), really cheap and decent range as well.
