My guess is the pump is the issue. Repop pumps, like sensors and thermostats, aren't very good. Try priming it by pressing the start button with no brake for a few seconds. Then if it starts with the brake / Start button then it's the fuel pump not holding it's pressure.

If the battery voltage drops substianlly lower (10, 9, 8 volts), then the solenoid is probably OK and your battery's bad (even if it's a new battery) (or something's pulling the battery down (bad starter winding)).
