Also I went to talk to Cleaver and cannot continue because both the choices I choose when seated at his table Geralt says "I'm not interested in your squabbles." and leaves.

Although, it makes no difference. Dikstra is still a prick regardless, without spoilers. Dijkstra gives you 1000 gold if you tell him where the treasure is.
