I usually play on King-immortal on quick speed.I usually don't do warmongering but both the times I got Nuked I was going for world domination. But I do think most of the times you don't see much Nukes because the game is finished before AI can even build them.

So the AI does use advanced weapons, just not well. I had a game where my friend left the game so I let an AI take his place. We played like a cold war so the second the AI took over it declared war and all of a sudden I can hear "here comes the sun" and his entire nuclear arsenal rained down on me.
