Yes the servers are still working, but idk why that error happens. I fixed it by uninstalling the game and factory resetting my console but selecting the option to keep installed games. Im still able to play warzone and fortnite, stream Netflix and all that, but for some reason when I boot up bo3 it won't let me connect.
