A track with a rail signal above and below designates the track two way (eg trains can go in both directions). The white position, on the other side of the rail track, indicates the space to place the rail signal in order to make the track two way. For example I have created a grid blueprint that is 172x172 but in fact I want to copy it every of 3,5 chunks (so 112 tiles). After some trying I found out that i have to set the grid size to match those 3,5 chunks and change the reference point a little (shift + left click in blueprint). So after a few tries got this and it fits perfectly.

Below is a blueprint string of a simple tileable rail. The blueprint itself is 34 tiles wide but the grid is 30x30.
