Shelter Woods is functionally smaller than a few other maps. The edges are huge deadzones with no gens, so the game is played in a smaller portion of the map than Eyrie, RPD, and some Coldwind maps. This may be technically true, but most of that space is basically deadzones on the outer rim of the map.
